The United Kingdom and the United States have secured a key bilateral deal that will keep zero import taxes on British medicine shipments going into the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has pledged to raise spending on pharmaceuticals through the NHS. This move secures that duties on these key exports will stay at zero for a timeframe of the next three years.

This development is in response to earlier threats to dramatically increase duties on branded drug products, with increases mentioned as high as 100%.

"This deal with the Britain bolsters the global environment for innovative medicines and establishes much-needed balance to U.S.–U.K. medicine commerce," a release noted.

Commercial Importance

Medicines constitute one of the Britain's most significant export categories to the United States, which is by far the primary market for major British pharmaceutical firms.

Trade data reveal that in the one-year period prior to the third quarter, the UK exported medicines worth billions to the US. This amount represented nearly one-fifth of total UK exports in that period.

"This guarantee safeguards employment, boosts capital expenditure and paves the way for the UK to establish itself as a international leader for medical research," a government official stated.

Key British Pledges

The agreement involves several key commitments from the British government:

  • Price Threshold Increase: The UK will raise the affordability limit at which it considers new treatments to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a aim to raise overall public funding on drugs from 0.3% of the national economy to 0.6% over the following ten-year period.
  • Payback Limit: The amount manufacturers must refund to the NHS to prevent overspending will be restricted at 15%. Previously, refunds exceeded twenty percent.

Broader Context

The deal comes amid a ongoing row between the sector and the ministers over drug pricing and regulatory access.

The disagreement were exacerbated by claims that US customers were paying several times more for the equivalent treatments than patients in the UK and Europe.

Recently, several large manufacturing plans in the UK have been halted or abandoned, while multi-billion-dollar funding commitments have been directed toward American operations.

A senior figure publicly accepted that the NHS needed to increase expenditure on medicines, noting that its expenditure on drugs had decreased as a proportion of its total funding over the previous ten-year period.
